Sea to Sea Advisors delivers strategic, expert guidance based on founder and owner Mark Mueller's decades of experience and extensive professional relationships in the ocean and coastal science-to-management and regulatory space, with much of the last 6 years immersed in U.S. federal and international seabed minerals science and management including the Deep Seabed Hard Mineral Resources Act (DSHMRA, administered primarily by NOAA) and the Outer Continental Shelf Lands Act (OCSLA especially 30 CFR Part 581, administered primarily by BOEM/BSEE/Marine Minerals Administration) and associated interagency collaborations such as in American Samoa. Recently we have built considerable expertise and a peer-reviewed scientific literature database of research in the Clarion Clipperton Zone, and on the Cook Islands latest seabed minerals management framework and state of affairs.

 

 

 We provide clients uncommon "insider" senior-level regulator experience leading efforts to develop or conduct National Environmental Policy Act (NEPA)-required Environmental Impact Statements/Assessments, interagency consultations required by the Endangered Species Act and other statutes, pre- and post-lease  conditions of approval, and site-specific mitigation standards and best practices). We also have training and professional networks in relevant international frameworks especially the International Seabed Authority under the Law of the Sea treaty (and have had accepted expert nominations to serve on their Regional Environmental Management Plan workshops).

Beyond seabed minerals/critical minerals, we have deep science-to-management expertise in processes 

 that govern other natural resource exploration and development such as writing regulations for  sub-surface geological carbon storage, setting benthic impact review standards for Gulf of Mexico oil and gas site permits, and helping managing federal fisheries and Essential Fish Habitat.

Project Pricing Options

Proposal-based (fixed upfront price)

After completing scoping for your specific project(s) but before starting work, we will provide a proposal with firm upfront pricing for each deliverable and work with you to make any desired changes. This pricing model works better for projects with specific known deliverables with effort that can be accurately estimated upfront.

Hourly rate-based

After discussing each project, we’ll first agree on a market-competitive set hourly consultation rate. We'll provide you with an initial estimated number of hours, tracking of hours incurred, and regular work progress check-ins. Hourly service can be stopped at any time for any reason by either party. This pricing model may work better for projects with indefinite, open-ended deliverables.
